Change in Circumstances: An amendment to Columbus Medical Services LLC contract (4400022760) is currently in the process for approval. This amendment will allow for Self Advocates United as One (SAU1) to subcontract with Columbus. Until this amendment is in effect, an extension is necessary for required training to continue.
Justification for Extension: Individuals with a developmental disability that are enrolled in the HCBS waiver program require training on services and supports that best fit their needs and make
informed decisions as they progress through adulthood. The development and delivery of face-to-face and virtual trainings, particularly training that encompasses COVID-19 related topics are provided by SAU1. Many of the trainings relating to COVID-19 include, but are not limited to, changes to ODP's CMS approved 1915 HCBS waiver program outlined in Appendix K , available resources to remain safe and healthy while navigating the community, available resources for food, temporary shelter and medical supplies, how to self-advocate, weekly check-ins to discuss and provide
healthy coping mechanisms, accessing unemployment benefits and seeking job opportunities and how to recognize and report sexual abuse during quarantine.Individuals and their families require the trainings SAU1 provides in order to mitigate the risk of neglect, abuse, exploitation, and deteriorating physical and mental health.
Result, if not Approved: If an extension is not granted, individuals with a
developmental disability and their family members will no longer receive training on how to navigate their community, accessing food, shelter, employment services and
supports will cease. This will lead to a potential for increased incidents of neglect, abuse, and exploitation against Pennsylvania's most vulnerable; risking the health, safety and welfare of individuals with a developmental disability.
